In a groundbreaking move, the Ghanaian Parliament has officially legalized the cultivation and management of cannabis for industrial and commercial purposes.
The decision comes on the heels of the approval of the Narcotics Control Commission Regulations 2023, which specifically legalizes cannabis with a tetrahydrocannabinol (THC) content of 0.3.
Interior Minister Ambrose Dery emphasized that this move should not be misconstrued as the legalization of recreational marijuana.
He pointed out that cannabis with THC of 0.3 is not currently cultivated in the country, and the ministry is gearing up to introduce such varieties.
However, Minority Chief Whip Governs Kwame Agbodza expressed skepticism, asserting that the new law is likely to be abused and won’t significantly impact the country’s fortunes.
He cautioned that the legislation’s misuse could worsen the already precarious mental health situation in the country.
Adopting a different stance, the new Vice Chair of the Constitutional and Legal Affairs Committee, Sarah Adwoa Safo, argued that cannabis cultivation for medicinal and industrial purposes could be an economic boon for Ghana.
She emphasized the creation of a regulated industry that could leverage the country’s fertile lands for economic gain.
Cannabis with a THC content of 0.3 is known for its minimal psychoactive effects and can be utilized in the production of various goods, including ropes, paper, and building materials.
The decision has sparked a robust debate within the country, with divergent opinions on its potential economic benefits and concerns about misuse and mental health repercussions.
